Affordable HousingKC Committee to End Homelessness Housing Capacity Study

August - December 2007.  Facilitation of a community discussion convened by the Committee to End Homelessness in King County (CEH) to recommend methods to increase capacity to meet the housing production goals of the 10 Year Plan to End Homelessness in King County.

Clegg & Associates was selected by CEH to conduct research and facilitate community discussions that will inform decisions made by CEH and King County concerning policies and priorities in two areas critical to meeting 10 Year Plan goals:

    1. cost-effectively increasing the production and acquisition/master leasing of housing units for single adults and families who are homeless or at risk of homelessness
    2. enhancing the capacity of organizations to develop, operate, and provide housing and services to a larger number of homeless individuals and families, critical components of this capacity building focus on organizations serving culturally diverse populations and those working in King County outside the City of Seattle

CAA researched promising strategies that other communities have used to increase the pace of housing development and acquisition/master leasing for homeless individuals and families.  As part of this research, CAA investigated methods other communities have employed to enable smaller housing developers/providers to achieve larger production/acquisition targets.  In addition, CAA explored other communities’ solutions to increasing connections between culturally diverse service providers and affordable housing providers in local homelessness systems.  CAA carefully explored how the expansion of production and connection to culturally diverse service providers fits with expansion of homeless housing capacity in areas outside of Seattle.

After identifying and interviewing eight to ten national and local experts and facilitating community discussions, CAA's report incorporates the findings from the key informant interviews, the key points from the community discussions, the strategies identified during the sessions, and the action plans for strategy implementation.
