Portland Social Housing Delivery System Evaluation 
December 2007 - August 2008. Social Housing Delivery System Evaluation Services for the City of Portland, Bureau of Housing and Community Development (BHCD).
Clegg & Associates worked with various government agencies, nonprofit housing developers, and service providers to design an effective and efficient housing and service system for all of the populations that are not being served by market rate housing, including permanent supportive housing for homeless individuals, affordable housing, first-time homeownership, and other programs. The system design will address key needed functions, including setting direction over multiple years, maximizing use of resources, creating and sustaining units, integrating and promoting access to services, and measuring results and connecting them to system-level decision making.
CAA is supporting this work by facilitating a series of discussions with a leadership team, synthesizing the work that has been accomplished to-date in previous planning and coordination efforts, interviewing local stakeholders, and researching system designs that have been effective in other communities.
In July 2008, the Leadership Team prepared recommendations and unanimously approved motions resulting from this work, Phase 1, documented in a report found in our Client Reports section to the right.
