Affordable HousingBuilding Changes/AIDS Housing of WA Projects

1999 - present.  Consultation and technical assistance to Building Changes, formerly AIDS Housing of Washington, on a number of projects, both local and national, includes evaluation and performance measurement, facilitation, and curriculum development and training.

Technical Assistance to HOPWA Grantees

To support AIDS housing providers across the country that are funded by the US Department of Housing and Urban Development’s Housing Opportunities for Persons with AIDS (HOPWA) program, we have:

  • Developed Tools for Outcome-based Evaluation of HOPWA Formula Grantees, including sample outcomes and indicators, logic models, evaluation plans, and data collection instruments, for use by HIV/AIDS housing organizations nationwide to assist in measurement of a range of program activities [link to AHW website for these tools]
  • Provided evaluation training at national HIV/AIDS Housing Conferences and HOPWA grantee meetings, and follow-up training and coaching to attendees interested in developing the evaluation capacity of their agencies
  • Facilitated national HOPWA grantee meetings and conferences, involving participants in the identification of required outcomes for HUD reporting
  • Trained HOPWA grantees around the county on the Annual Progress Report (APR) and development of content for the APR User Guides and technical assistance resources on performance measurement

Asset Management for Housing Providers

Clegg & Associates worked with AHW in 2002 and 2003 to develop an asset management training curriculum for supportive housing organizations.  The curriculum is adapted from the AIDS Housing of Washington manual, Put Your House in Order:  Securing Your Supportive Housing Program’s Future through Effective Asset Management.  The training provides an overview of concepts associated with an asset management approach and provides participants with an opportunity to acquire basic skills associated with developing an asset management plan for supportive housing organizations.  Included are an accompanying PowerPoint presentation, a trainers’ manual with notes for trainers, and a participant workbook.  Didactic materials are combined with participatory opportunities through several exercises.

Technical Assistance Program Evaluation

In 2001, Clegg & Associates assisted AHW in designing and implementing an evaluation of its national technical assistance program.  Our role included working with an AHW staff team to identify program outcomes and indicators, designing an evaluation plan; and providing assistance and feedback to staff in the design of their data collection tools and implementation of the evaluation.

AIDS Housing Evaluations

Clegg & Associates has worked in partnership with AHW on a number of evaluations of AIDS housing programs.  Projects in Alaska, Colorado, Hawai'i, and Oregon focused on outcomes such as housing stability, economic independence, progress on individual goals, and quality of life.  Each project helped the organization meet its reporting requirements for the HOPWA program and helped build capacity among the organizations’ staff for evaluation.

Washington Families Fund Evaluation

Since 2005, Clegg & Associates has worked with AHW on the development of a monitoring and evaluation system for a multi-site housing project in Washington state.  Using funding from the state’s Department of Community, Trade, and Economic Development, the aim of the project is to create a system for ongoing data collection and analysis that builds on the state’s Homeless Management Information System and establishes an efficient means for local organizations to report on key outcomes.  We worked with stakeholders and the first ten organizations receiving the state funds to select the outcomes and measurable indicators for the project and to identify the data elements to include in the system.  A web-based system for data collection and reporting was developed by AHW.  The 10 year evaluation uses a “scorecard” on key results for its annual reporting to the Washington State Legislature.
