Our Experience

Since 1986, Clegg & Associates has been helping local and regional government agencies, nonprofits, and businesses to improve their organizations and their results.  Our extensive experience allows us to design and implement an approach that fits each unique situation.  We draw on our strong backgrounds in planning, evaluation, research, and facilitation to fit our clients’ needs and internal capabilities.

In 1994, recognizing the need to build the outcome-based planning and evaluation capacity of government and community agencies and their funders, Clegg & Associates formed a joint venture to establish The Evaluation Forum (TEF).  TEF provides training and publications on evaluation, performance measurement, and process improvement.  Through 10 years of on-site training, coaching, and technical assistance, we have achieved enormous success in increasing the ability of our government, agency, and foundation clients to identify and measure the outcomes their programs are trying to accomplish and to improve the services they believe lead to these outcomes.

EVALUATION
    • Design and implementation of process and outcome evaluations using mixed-method designs to capture qualitative and quantitative data for comprehensive evaluations
    • Experience with paper/on-line surveys, in-person and telephone interviews and story-telling, in-person and virtual focus groups, on-site observation and photographic documentation, and documentation and record review on-site and via remote access 
    • Descriptive and inferential statistical analysis of quantitative data and content analysis of qualitative data, identifying and quantifying key themes

 Project Examples

AIDS Housing Evaluation
AIDS Housing of Washington
Clegg & Associates provides technical assistance to AIDS Housing of Washington (AHW) on its evaluation work with agencies across the country that provide housing services to people with HIV/AIDS.   We helped the federal Housing Opportunities for People with AIDS program (HOPWA) to develop the performance measures and reporting tools for HUD and trained HOPWA-funded housing agencies to evaluate their own programs.  We have collaborated with AHW on the evaluations of housing programs in Alaska, Colorado, Hawai'i, and Oregon and undertaken similar evaluations in other communities.  (For more information, click on the Current Project to the right.)
Culturally Competent Professional Practice (C2P2) Evaluation
Office of African American Children’s Services
Clegg & Associates was the evaluator on a joint project between the Washington State Department of Social and Health Services (DSHS), Office of African American Children’s Services (OAACS), and UJIMA Community Services to evaluate a federally-funded project aimed at reducing the disproportionate placement of African American children in Washington in out-of-home care.  The project focused on the internal operations of the organization and entailed development of a culturally-specific decision-making protocol for DSHS Child Protective Service frontline workers at OAACS in Seattle, Washington.  The three-year evaluation utilized a mixed-method design, including interviews, record review, and observation to measure workers’ fidelity to the practice model and the results of implementation in terms of decisions made by workers. 
Early Childhood Education & Assistance Program (ECEAP) Evaluation
Washington State Office of Community Development
Clegg & Associates assisted ECEAP in transitioning to a new statewide evaluation design aimed at accountability and program improvement for its early childhood education programs.  The work included development and implementation of an extensive stakeholder involvement plan to gather and analyze qualitative data from providers, parents, schools, and agency partners, including focus groups across the state using interpreters, and work with the project team to reach consensus on priority outcomes for the program.
Girl Scouts Beyond Bars Program Evaluation
Girl Scouts Totem and Pacific Peaks Councils
Clegg & Associates conducted an annual evaluation of the Girl Scout Beyond Bars (GSBB) program in 2000, 2001, and 2002, funded by the Washington State Office of Juvenile Justice.  GSBB is a scouting program for girls whose mothers are incarcerated at the Washington Correctional Center for Women.  CAA developed survey instruments, observation checklists, and record review tools and procedures, trained Girl Scout staff and volunteers for data collection, and prepared annual reports and a final report with recommendations for improving the program.

HOPE VI Self-Sufficiency Programs Evaluation
Seattle Housing Authority
Clegg & Associates conducted an evaluation of programs designed to increase the self-sufficiency of residents in public housing at New Holly, a federally-funded (HOPE VI) project located in central Seattle.  The evaluation design called for extensive review of records to determine quantifiable results of program interventions including changes in employment status and earnings, improvement in English speaking and writing ability, citizenship attainment, and results of participation in education and training programs; a survey to all residents translated into seven languages, and focus groups using interpreters to allow non-English-speaking residents to participate. 
Motheread/Fatheread — A Family Literacy Project Evaluation
Humanities Washington
In 1999 Clegg & Associates designed and completed a mixed-method evaluation of the Motheread/ Fatheread program, a family literacy effort sponsored by the Washington Commission for the Humanities.  The project involved 12 programs across five sites in Southwest Washington.  In 2004, the organization contracted with Clegg & Associates for a repeat of this evaluation, focused on the program as implemented in Yakima, WA and surrounding communities.  
Performance Measurement System Recommendations
Washington State Joint Legislative Audit and Review Committee (JLARC)
Clegg & Associates developed recommendations for a practical and useful performance measurement system as part of a legislative audit of the public mental health system in Washington State.  Clegg & Associates undertook review and assessment of the current performance measurement system used within the Washington State public mental health system, a survey of Regional Support Networks and mental health providers across the state, and interviews with mental health administrators, researchers, quality improvement specialists, and advocates.  Based on criteria for practical and useful performance measurement systems, CAA developed recommendations on what data should be collected, who should collect it, and how it should be used.
Public Engagement Initiative
Alliance for Education
Clegg & Associates worked with the Alliance for Education on a three-year evaluation of its public engagement initiative.  The initiative was aimed at improving teaching quality in Seattle’s public schools by involving students, parents, teachers, and community stakeholders in discussion and decisions regarding teaching quality.  The evaluation design included extensive interviewing and observation throughout the evaluation.
Volunteering, Civic Participation, and Philanthropy
Seattle Works
In 2007, Clegg & Associates worked with Seattle Works, a nonprofit organization whose mission is to inform, connect and inspire people in their 20s and 30s to take action in their communities, to design and implement an evaluation of their efforts.  An online survey provided data to tell the story of the impact of Seattle Works on the young adults who participate and whether their involvement results in actual changes in volunteering, giving, civic participation, and leadership in their communities. 
Washington Families Fund
AIDS Housing of Washington
Clegg & Associates currently works in partnership with AIDS Housing of Washington on the monitoring and evaluation system for a multi-site housing project in Washington State.  With funding from the State and the Bill and Melinda Gates Foundation, the aim of the project is to create a system for ongoing data collection and analysis and establishes an efficient means for local organizations to report on required data.  CAA worked with stakeholders and organizations receiving funding to select outcomes and measurable indicators and identify the data elements to include in the system.  The 10 year evaluation will utilize annual reporting and a “scorecard” on key results for the State Legislature.  (For more information, click on AIDS Housing of Washington under Current Projects to the right.)
